  18. <p>    South African President F.W. de Klerk replaced his military
  19. intelligence chief after an investigative commission charged
  20. that officials drafted a plan to hire a convicted murderer last
  21. year and have him lure African National Congress members into
  22. dealings with drug dealers, prostitutes and homosexuals. The
  23. plan for dirty tricks, apparently never carried out, was
  24. uncovered by the Goldstone commission on violence, which is
  25. looking into abuses by South African security forces. In 1990
  26. De Klerk declared that he was putting an end to all such covert
  27. operations.
